Who the heck is Pedro Flores?

Since I moved to CA in early in 2007, I've been getting calls nearly three or four times a week for Pedro Flores. Apparently he either had my number before me or made one up and it happened to be mine. I guess he didn't pay some bills either because collection agencies are calling him (me). Most of the messages left are in Spanish and they refuse to believe that he doesn't live here. I know the Fair Credit Reporting Act says that they can no longer call if I ask them to stop, but it's hard to enforce because they won't give me their name. They think I'm covering for him or something.
